If you don't have money issue. stay in London;
If you need a better health care, stay in London;
If you want a better education for your kids, stay in London;
If you already have a job in London, stay in London;
If you don't care ugly streets, you may move to KW area;
The only reason for you to move to KW is: you ned a job, and you find your expected job only in this area;
Otherwise, you can move to Toronto to enjoy Chinese foods;
or
stay in London enjoy your life with your family.

When we are talking about education for kids, we actullay taking about public schools or high schools.
As said, if you don't have money issue, London is very good for family and life, no matter it is energetic or outdated. If you need a job for money, you have no choice, you will have to go with your job. And by the way, the city layout of KW is very ugly. And the water in waterloo area is bad hard water.
